PLATFORM:

  1. ASSIST IN THE DEVELOPMENT OF A “COMMAND STRUCTURE” THAT PROTECTS ALL CITIZENS AND WORKS IN “PARTNERSHIP” WITH THE COMMUNITY.

 

  1. PROHIBIT PROMOTION OF OFFICERS WHO ARE CRIMINALLY CONVICTED OF CRIMES WHILE ON DUTY AND PLACE THEIR NAMES ON A PUBLIC REGISTRY.

 

  1. PROHIBIT THE USE AND THREATENED USE OF PARAMILITARY FORCE & EQUIPMENT AGAINST CITIZENS EXERCISING THEIR RIGHT TO PEACEFUL PROTESTS.

 

  1. MANDATE THE USE OF BODY CAMS AND DASH CAMS BY POLICE AT ALL TIMES WHEN MAKING A STOP OR AN ARREST.

 

  1. RE-AFFIRM FREE SPEECH RIGHTS AT BOPC MEETINGS AND NOT PROHIBIT OR LIMIT FREE SPEECH IN VIOLATION OF THE RULES OF ORDER.

 

  1. PROVIDE INCREASED OVERSIGHT OF POLICE OPERATIONS, BUDGET, ETC. BY REQUIRING FULL DISCLOSURE AND REPORTS TO THE BOARD ON MATTERS OF COMMUNITY OR BOARD MEMBER CONCERN.

 

  1. ESTABLISH A REVIEW PROCEDURE (WHICH INCLUDES POLICE PERSONNEL AND NON-DEPARTMENT REPRESENTATIVES) OF ALL CASES INVOLVING THE USE OF DEADLY FORCE RESULTING IN SERIOUS INJURY OR DEATH.

**         Atty. Linda Bernard is a licensed attorney in Michigan, Pennsylvania, Massachusetts and the District of Columbia, The U.S. Supreme Court, and numerous other Federal Courts.  She is the former Chief Counsel and CEO of Neighborhood Legal Services, a MI Civil Rights Comm. Hearings Officer Detroit Administrative Law Judge.

**         She is a lifelong resident of the Second District, Graduate of St. Gregory High School (Magna Cum Laude); Wayne State University Montieth Honors College (B.A..); Wayne State University Law School (J.D.), and the University of Pennsylvania Law School (Masters of Law, LL.M.), First African American Graduate.

District #2 Candidate Forum This Friday 10.09.2020

Here is the formal letter she sent to DRACO.

Each candidate was sent a questionnaire. Here are their responses:

* The two balloted candidates informed Scotty Boman about this candidate on the day of the forum.  He was unable to find evidence that this candidate filed on the Wayne County Clerk website.  No campaign or contact information appeared in search results about him.  He will have an opportunity to have his responses to the candidate questionnaire posted on this website if he contacts DRACO.

Detroit, MI – This Friday, October 9th 2020 Professor Deborah Burke and Attorney Linda Bernard will face off in a public debate. Each wants to be the Police Commissioner from District #2. Only one will be elected.

The forum goes from 7:00 PM and ends at 8:30 PM will be broadcast via the Zoom platform. The moderator will present questions to the candidates, but viewers will also be able to submit questions to be asked.

You can get a question in early using this form, or just bring it up using Zoom’s chat feature.

Since the listening phase of the Charter revision process ends on July 31st, 2020, this will be the final proposal by Civilian Oversight Citizen Focus Group. This post will be updated in the days ahead.

Update on Civilian Oversight Citizen Focus Group Proposals

The following documents contain the status of Civilian Oversight Citizen Focus Group (CFG) recommendations for revision of the Detroit Charter:

There will be another Civilian Oversight CFG meeting in July.  Please use the contact form on this site to suggest agenda items or volunteer to attend.

Out of respect for those who have been part of the process from the beginning, only new proposals or syntactical clarifications of old proposals will be considered.  Previously voted on items of substance will stand.

Statement on the Criminal “Promotion” of the Criminal Corporal

Honorable Board of Police Commissioners:

Fire Dewayne Jones, then we don’t need to dance around this promotion BS! Criminal charges are being appealed, but officers have been fired for much more benign conduct without a criminal conviction.

You must correct Grant Ha.  Jones has not been legally promoted and it is your duty to fire any insubordinate employee of the Department that facilitates this farce! Including anyone who calls him “Sargant.”

If you acknowledge a promotion while saying you are against it, you are lying.  You have the following avenues to pursue without Jones being promoted:

On April 16th Grant Ha restated the same information he first shared on April 9th and that he still didn’t have the official document from the arbitrator. At their April 9th meeting Ha announced the decision by appointed arbitrator George Roumell to promote Jones to the rank of Sergeant. Roumell sent the message to Ha by email.

Even if you believe Roumell is more powerful than the Charter, his ruling isn’t effective without the official letter. Virus or no virus, you are not required to accept the email as an effective document and there is no way the virus prevents a person from producing said document.

On January 16th the BOPC voted unanimously to reject the promotion. Section 7-814 of the Detroit City Charter says all promotions must be approved by the BOPC.  Simply assert your authority under the Charter. Don’t recognize userpations.

Section 7-807 says, “Decisions of the trial board may be appealed to the board of police commissioners.”   If they delegate their decision to an arbitrator, it is still an appealable decision.
